      卫生系统韧性（Health system resilience，HSR）是卫生系统对外界干扰或冲击而进行的吸收、适应、转变的能力，提高卫生系统韧性已逐渐成为全球突发公共卫生事件政策研究及减灾领域亟待关注的话题。护士不仅是防灾、救灾和灾后恢复重建的重要成员，也是提高卫生系统韧性的关键群体，基于此，本文通过对国内外卫生系统韧性的概念、关键要素和指标框架进行分析总结，以期为护理管理者开展突发公共卫生事件的应急管理提供新的角度，为我国护理应急建设提供借鉴与参考。
英文摘要:
      ealth system resilience (HSR) is the ability of a Health system to absorb, adapt and transform to external disturbances or shocks. Improving Health system resilience has gradually become an urgent topic in the field of global public Health emergency policy research and disaster reduction. Nurse is not only a disaster prevention, disaster relief and post-disaster restoration and reconstruction of important member, also is the key to improve toughness of health system, based on this, this article through to the concept of health system at home and abroad and toughness, summarize the key elements and index framework analysis, reference for nursing managers to carry out the public health emergencies emergency management provides a new Angle, Provide reference and reference for the emergency construction of nursing.
